「私に手をください」→「手伝ってください！」です。
meの部分をhimに置き換えれば、「彼を手伝ってやれ」という意味です。

直訳すれば、「学説は～と言う」ですが、「学説によれば、学説では～だと言われている」という訳がいいと思います。
